Bear Valley CSD Finances

As a candidate for the Bear Valley Community Services District Board, I believe that sound finances are the foundation of everything we do.

The Community Services District is completing the independent audit for fiscal year 2024–2025 and has just begun the audit for 2025–2026 (the year that ended in July 2026). These audits are essential for transparency and accountability to residents.

My priority is to strengthen the District’s financial position and raise our credit rating. A stronger credit rating will allow us to borrow through municipal bonds or other financing at the lowest possible interest rates after the Water System Master Plan is completed.

Lower borrowing costs mean more of every ratepayer dollar goes into actual infrastructure rather than interest payments.

Practical ways to improve a special district’s credit rating include:

• Maintaining healthy reserves and formal reserve policies so the District can weather unexpected costs or revenue shortfalls.

• Producing clean, timely annual audits and transparent financial reports.

• Adopting structurally balanced budgets that avoid relying on one-time revenues.

• Developing and following multi-year financial plans that show how capital needs (such as water system improvements) will be funded over time.

• Carefully managing existing debt levels and demonstrating the ability to cover debt service.

• Building strong liquidity and conservative financial management practices that rating agencies view favorably.

• Communicating clearly and consistently with rating agencies about the District’s plans, strengths, and risk management.

  
  

Wise stewardship of every dollar starts with clean books, strong reserves, and the ability to finance critical improvements responsibly. I will work to put these practices in place so Bear Valley Springs is in the best possible position to fund necessary infrastructure at the lowest cost to residents.
